mktemp 1.3 released

Portable mktemp version 1.3 has been released.  This is equivalent
to what will ship in OpenBSD 3.0 and has the following changes:

 o Added new -t and -p options to make it easy for script writers
   to honor a user's TMPDIR environment variable.

 o Rebuilt configure with autoconf 2.50

See the mktemp(1) man page for details on the new -t and -p flags.
